AGREEMENT ON COOPERATION

Between
THE KRASNOYARSK STATE ACADEMY OF ARCHITECTURE AND CIVIL ENGINEERING (RUSSIA)
And
MIDDLE EAST TECHNICAL UNIVERSITY (TURKEY)

This present Agreement between the KRASNOYARSK STATE ACADEMY OF ARCHITECTURE AND CIVIL ENGINEERING and the MIDDLE EAST TECHNICAL UNIVERSITY is concluded for the purpose of achieving enhanced mutual understanding and development of fruitful cooperation at an international level.

Cooperation is to be based on the following guide-lines:

ARTICLE 1

The principal aim of this Agreement on inter-university coopeation is to extend and strengthen links between the above mentioned institution to aid development of higher education and scholarship, an integral part of which is the exchange of research findings in the form of articles and reports, etc., as well as cooperation in solving problems of common interest.

ARTICLE 2

In effecting cooperation under the terms of this Agreement, the parties will be guided by the basic provisions of legal document currently in force, namely; the agreement between the governments of the two countries on scientific, educational and cultural links, as well as other long-term documents which define the legal basis of relations between RUSSIA and TURKEY. Procedures relating to exchange visits will be effected in accordance with the agreed Working Program on Cooperation.

ARTICLE 3

The basic guide-lines for cooperative links may include, in the sphere of academic work: 

-Series of lectures on agreed topics; 

-Exchange of expertise and results of work in the field of teaching methodology, in order to raise levels of teaching effectiveness on the basis of modern methods and materials; 

-Exchange of publications, text-books and teaching aids; 

-Exchange of students at various levels and in various fields. 

-The basic guide-lines for cooperative links may include, in the sphere of scientific research: 

-Joint scientific research on current problems of common interest; 

-Exchange of scientific information;

-Organization of joint seminars, conferences and symposia; 

-Exchange of information on topics and time of major scientific conferences and symposia, on the compiling of collections of scientific papers and other scientific events of mutual interest; 

-Reciprocal invitations to scholars for participation in international and national conferences and symposia; 

-Provision of opportunities to conduct scientific work, for the purpose of raising the qualifications of staff members; 

-Exchange of periodical and scientific literature between the two Universities; 

-Joint publication on problems of common interest and on findings of joint scientific research work.

ARTICLE 4

A Working Program, to be drawn up for a period of up to three years, and signed by appropriate representatives of the participating Universities, will determine a list of specific projects to be implemented within the framework of cooperation, as well as time frame for the completion of projects and organizational procedures. The Working Program is an integral part of the present Agreement.

ARTICLE 5

As required, the Parties will send delegations of two persons for stays of up to ten days in order to agree on scientific research topics and specific conditions for research on such topics, to sign working programs, to analyze the progress in the implementation of the Agreement, and to exchange proposals for further topics as the basis of further cooperation.

ARTICLE 6

The quota of the specialists participating in the exchange is determined by the Working Program on Cooperation. Additional agreements can be made on the basis of the seperately agreed arrangements.

ARTICLE 7

Lecturers and researchers will reciprocally visit the Universities in order to establish academic contracts, to deliver lectures or to participate in research activities within the framework of a program mutually determined by the Universities. According to the nature of the study, these visits may vary from one to twelve months. 

To carry out the exchange as defined in Article 2, lecturers and researchers will be responsible for arranging their own travel and living expenses. However, each university wil provide to its own members paid leave of absence provided the request is within the rules and regulations of the Univeristy. The Host University will utilize its rules and provisions in the best possible manner to give all necessary assistance to the visitors so as to facilitate their studies in the new environment. 

For every year, selected members from each University can be assigned to the exchange program as defined in Article 2.

ARTICLE 8

Matters of legal protection and exploitation of invertions, industrial prototypes and trademarks obtained in the process of implementing the Working Program of Cooperation are to be resolved in accordance with established procedures to which RUSSIA and TURKEY are party.

ARTICLE 9

The Parties may by mutual consent introduce amendments to the Agreement. All amendments and additions must be set down in writing and signed by Parties appropriate (representative)

ARTICLE 10

The Agreement is valid for a period of five years and comes into force from the moment of signing. On expiration of same, it is automatically renewed for subsequent periods of five years, unless one of the parties declares, in written form one year before the expiration date, its intention to declare the Agreement null and void. The annulment of the present Agreement does not affect the time scale of the Agreements or contracts under its terms.

ARTICLE 11

The Agreement is drawn up in two (four) copies in English, each having the same force in law.

PROTOCOL FOR COOPERATION

THE UNIVERSITY HESSE INSTITUTE OF TECHNOLOGIE TECHNISCHE HOCHSCHULE DARMSTADT
And
MIDDLE EAST TECHNICAL UNIVERSITY (TURKEY)

The University Technische Hoscschule Darmstadt, Darmstadt Germany and the and the Middle East Technical University, Ankara Turkey (thereafter will be cited as the Universities) in regard of their own traditions in applied sciences and engineering, and in order of their special organization and social responsibilities of their universities have signed this protocol in order to mobilize their perspective means and facilities for the exchange of academic staff and students, for cooperation on research and other scientific and literary, and on extra-curricular student activities in sports and cultural affairs. Within the framework of this protocol the fields of cooperation have been set up as follows:

EXCHANGE OF STUDENTS

ARTICLE 1

The Universities will together decided on the preliminary requirements to enable their students to pursue graduate studies, the regulations of which will be made known by the Universities (to students in a pamphlet published both in English and German languages.)

EXCHANGE OF LECTURERS AND RESEARCHERS

ARTICLE 2

Lecturers and researchers will reciprocally visit the Universities in order to establish academic contacts, to deliver lectures or to participate in research activities within the framework of a program mutually determined by the Universities. According to the nature of the study these visits will vary from one to twelve months.

ARTICLE 3

To carry out the exchange as defined in article 2, the Universities will meet the travelling expenses of their own lecturers and researchers themselves, the cost of accommodation and maintenance will be met by the host University. The Universities will utilize their rules and provisions in the best possible degree in giving all the necessary assistance to the visitors so as to facilitate their studies in the new environment.

ARTICLE 4

For every year, only two members from each University can be assigned to the exchange program as defined in article 2. 

COLLABORATION ON RESEARCH AND ON OTHER SCIENTIFIC AND LITERARY FIELDS

ARTICLE 5

The Universities will make every effort towards the development, realization and application of research projects which are of mutual field of interest. (see amendment)

ARTICLE 6

In the fields of mutual interest, the Universities will attempt to organize conferences, seminars and courses and will exchange literature, publications and information.

SUPPORT OF STUDENT ACTIVITIES IN SPORTS AND CULTURAL AFFAIRS

ARTICLE 7

On the occasion of extra-curricular activities in sports and cultural affairs taking place in the Universities, efforts will be made for the exchange of student teams in especially in sports.

APPLICATION

ARTICLE 8

Any other items describing the cooperation of the Universities will be defined when necessary and will be added to this protocol. 

VALIDITY

ARTICLE 9

This protocol will come into force after having been signed by the presidents of the Universities.

ARTICLE 10

The protocol will be deemed to have been renewed with the same articles for every year unless started to the contrary. It is necessary to inform the other University at least three months in advance for terminating the protocol or for changing the articles. 


MEMORANDUM OF UNDERSTANDING BETWEEEN THE UNIVERSITY OF KAISERSLAUTERN AND PARTNER INSTITUTION

In accordance with a mutual desire to continue scientific and technical interaction and collaboration between the University of Kaiserslautern, Germany, and the Middle East Technical University, Turkey, the two institutions agree to enter into this formal Memorandum of Understanding (MOU) for the purpose of scientific and cultural exchange. 

ARTICLE 1

The two institutions have found it mutually beneficial to initiate cooperative activities in areas of mutual interest for the following purposes: 

a) Exchange of faculty, scholars, and graduate students for lecturing, advanced studies and research. 

b) Exchange of information, these, teaching materials, and other technological and scientific literature. 

c) Cooperation on scientific and technological research and instruction. 

d) Organization of bilateral joint symposia, workshops, and conferences. 

e) Exchange visits by members of Faculty of the two institutions. 

f) Conducting joint and integrated programmes for graduate students. 

g) Exchange of scientific/ technical publications and information. 
h) Executing R&D projects towards conferments. 

ARTICLE 2

The cooperation will initially cover the following scientific and technical areas: 

a) Department of Matematics 

ARTICLE 3

By signing this memorandum, neither of the universities accepts any kind of obligation to finance any activities of the exchange and cooperation out of their own
budget funds, unless special funds are being made available for this purpose. Both contracting parties will to their best to find national and international financing
possibilities for the envisaged activities. 

ARTICLE 4

This Memorandum will become effective immediately upon the signatures of both University of Kaiserslautern and Middle East Technical University representatives
and will remain in force for a period of five years. An extension beyond this date will require consultations, between, and written approval by University of
Kaiserslautern and Middle East Technical University at least six month prior to the expiration of this Memorandum of Understanding.

hereafter designed as the four partners, agree with the following Protocol for Cooperation (PfC) with the purpose of achieving enhanced scientific cooperation at an international level.

Activities:

  1. Joint participation at the organization and activity of the Summer School and International Conference on Algebraic Geometry and Cryptography to be organized in September 2003 in Bulgaria. This summer school and conference are organized as part of the agreement existing between IMAR and the Institute of Mathematics of the Polish Academy,  the "Alfred Renyi" Institute in Budapest and the Institute of Mathematics of the Bulgarian Academy.
  2. Organization in common at IMAR-Bucharest of a Workshop on Financial Mathematics. The workshop is planned to take place in September 2003.
  3. A number of 3 mutual short scientific visits (2-3 weeks) in order to explore possible further scientific collaborations and joint activities for students. The financial support for these visits is to be offered by the visitor's Institution.
